Harder to get is meaningless balance. Its only serves to lessen frustration of players who are fighting these pets. Its basically moving to the side actual balance but limiting the problem so less people have bad gameplay experience.

It used to work but at a little bit reduced amount. IDK if it is currently not working because there is no reason to have MS except for PvE. Mobs like bears do have a little bit of natural pierce resistance so MS does a little bit more against naked pets.

Movement speed didnt change but for some reason it does feel slower. The game just feels slower after last patch and people cant figure out why. Maybe headbob changes between armor for some reason. Maybe FoV? Im just speculating but something feels off, Me and other people feel it.

With the current stam drain in game I would consider stam system broken. You are limited in your feints now which was used to get around blocks. If the stam drain was reverted then maybe but currently stamina just limits good play.
