i am 71 Taming. Can I also tame small black bears? I always have only two attempts then they run away. should I maybe first tame other animals?

I think it's taming 75 for bears. But you'll need a stack of pet points to both ride and have a pet.

You can tame a young black bear at 71, and full ursa lore. It will take several tries, I think its about a 5-10% chance at success, so pretty slim. You wont get them pretty easily till you break 80-85 taming.
