Says skill is trained to 15, plus psyche and int would be another 5. With Clade gift bonus being 20 I should be at 40 now.

Must be something I don't know about.
Relog and it'll be fixed. Clade bonuses are buggy until you log.
EDIT also check that your Magic Schools is higher than Ecu spells. It's the Parent to ecu and ecu will only be as high as magic schools.
