Once upon a time there were tens of thousands of settlers who wanted to populate a foreign continent.
In order to enable the settlers to emigrate, everyone had to pay a crossing fee. Those who did so were convinced that they had a place on the ship on the first day.
On the day of departure, the shipping company noticed that there were far too few places on the ships, even though the number of tickets for the crossing was known. You can't procure more ships, all resources such as wood, iron, etc. are used up and have to grow back first.
So instead of 100,000 settlers, only a few thousand sail through Maryland. Everyone else is still waiting at the pier.
The ships have now arrived in Maryland. These settlers were able to acquire the best plots of land without much resistance. They were able to work and collect money and materials. These could acquire an arsenal of weapons, forge armor, domesticate horses, etc.
The settlers who are still waiting at the pier of the old continent are also allowed to work, but they don't have all the resources and when there are new ships and everyone can move, you can only take a very small yield with you, very exquisite materials and just that much Money that you can buy something to eat on the ship.
They all want to go to Maryland, if they ever get there they're second-class settlers.
In addition, everything will probably be taken from them the first time they go ashore. Many of the settlers probably want to go back to the original port, unfortunately ships are sailing to the old continent.
The whole venture is deadly, but the founder "Hendrickson of Maryland" calls for patience and promises to fill in a few spots in the sea with sand so that new settlers have at least some dirt under their feet, it goes without saying that on these sand hills not may be built.
We waiting settlers thank Hendrickson of Maryland for this great gesture...

Except those seccond class settlers have been tricked by the shipping company and instead of being lead into the promised land they are going to be taken into infertile grounds, where the civilization thats located in there are very poor with ancient and obsolete technologies, the outposts are a reflection of what it could have been but shall not be. And what should have been unified shall be shattered as it breaks the hears of all those khurite orphan children wanting to use the postal service.
