They bottleneck the amount of player that can log in at any given moment. So everyone can log in at once and put heavy quick load on the server. But as I right this 13m after you posted it. You are probably already in game now

There are 2 instances where a que is happening:

1) the server just booted up. It will hold the players in que till fully booted. Ans then slowly let in

2) there is heavy activity in one area of the game. Yes. If to many players do stuff in one area of the map, theres a que for all areas.
