If you were playing before with no issues id say its not your specs. If its a long freeze, and or crash could be corrupt game files. If its just stutter, then could be the server or the zone you are in being too crowded, especially if it comes and goes.
If its everywhere on the map, all the time, its probably your computer. If its only in certain zone, or at random times, its the server.
