Can't fish with rot / line / hook / bait?

What I do.

I equip the rot
draw "weapon"
equip 1 Line (small), 1 Hook ( small) and 1 bait

Then what's next?
"attack" Left mouse button does nothing for me.
Do you have to "attack" in this equipment window?

I've fishing at 100

A little confused why I'm too stupid to pull this off.

I tried to learn fishing before it was released, so maybe it's a bug.
