Not as such. You need to figure it out from past experience.
To start with, you can check current player numbers here: MO2 Steam Charts
Once they start to bring the servers back up you should see in Discord > Updates something like "Servers going up again ".
From that point, it may take around 45 mins for the servers to repopulate the game world, so you've got time for a coffee and a bite.
The login server will be first online, and it will allocate you a (provisional) place in queue. That number won't change.
It may be another 5 or 10 mins before the live servers start accepting client connections. At that point you will be allocated your actual place in queue, and it will start to countdown.
Those of us who have played MO for some time have long experience of queueing!
