I think it's more to allow players to have more than one playstyle or build. Though a layer of player dependence and interaction might be removed as well, as two characters could potentially allow a player to craft a lot more things for themselves.

Not sure if I like the idea of two characters per account, as it completely goes against the one character system that this game was built on. I would be happy with an additional month of game time as compensation instead.
