PVE Games like Warcraft and Everquest don't have to outshine you. You just need to beat them at their own game (!)

If you draw a circle around where a mini-boss spawns. It's strength and loot table can be determined by the number of players in that circle when it is aggroed. This includes the list of attacks and special powers the monster has.

It doesn't matter if the players are allies or not for this determination. (If PVP is occuring, they would have to move the fight away from the monster or get it over with fast and deal with it.)

Of course people could make the boss too easy by only aggroing from 1 player in this range, then rushing in but then you miss out on the loot and challenge.

Outdoors, the size of the circle can be quite large, (weight factor) / emphasize guild members, and de emphasize non-guild members. Consider but don't rely on applicable factors.

If you test and fine tune this MO2 could have the equivalent of what PVE games with Instanced Dungeons have that tailor things to your party size.
