Fastest build?

I'm looking at this build from an old post, just wondering is it still the fastest speed build possible?

Dex Fighter = Veela Veela

Age 23, 182 Cm Size, 92 % Lean, 100 Con, 150 HP, 80 Str, 8 % Damage Bonus, 64 Psy (+ 4 from Claid Gifts to reach 68 Psy), 125 Dex to get the Bonus for weakspots with Daggers/Spears

• Max speed
  323(+3)/423(+4)
• Combat speed
  257(+3)/442(+4) + Speedbuff that can be activated for 10 seconds
• Max jump
  509(+5)/509(+187)

Fastest build would be a Veela at 130 Dex with all MS clade passive & actives. Maybe 131 dex if you go age 31.

You can get +10 or +15 I think from going extremely skinny, and that would add to the max fit value of 121 dex on a Veela. I'm just pulling this from memory and I am not a Veela player.

131 Dexterity (+4 from Athlete clade gift) (+10 from Skinny)

  332(+8)/435(+11)
• Combat speed
  264(+6)/455(+11)
• Max jump

  Take Runner's High clade gift for 3% extra movement speed (+13 speed)
  Take Alvarin Warcry clade gift and 5 of your alvarin buddies and all of you pop this at the same time and you'll all get 50% extra movement speed (+217 speed, +227 combat speed)

All of this for a grand total of 695 combat sprint speed! Only for a short time though but that appears to be the fastest.
