So you know how they can balance the servers fast.... Move all characters to Haven again with only what is on them presently. Then whipe the main server only (Not Haven because with the transfer rules there is no need to) and force everyone to go back across with the new rules. This will equalize the playing fiels and remove all the work done by the exploiters.
