It's definitely an optimization issue. Hopefully the devs take notice. I have an i9/ rtx3090/32gb ram ddr6/ PCIe 4 SSD and I get 20fps drops while moving and that doesn't happen in any other game. I am getting over 120 fps tho so it's not too noticeable. But sometimes the game hangs all together

They did do yesterday i think IIRC. I dont think it helped that much, could be wrong though. Most of the same people were still complaining.
