I really dont see the issue. The more points you put in archery or mounted archery the more damage you are doing, as per your tests. Yes, you can use it without any points, you just do very low damage. The only thing the skill does is increase your damage. What is your point exactly?

Thats because its a scarce resource that is heavily farmed. People have farming chars logged at the few location and periodically log in to pick it. They probably have it on a timer by now. The locations are marked on mortalonlinemap.info . Im sure there are some that arent on there as well.
