make toggle-able hotbars , ie horizontal or vertical to the gamers liking :) if toggle on , vertical if not toggled on then make the bars horizontal

the game sound can not be heard in windowed fulllscreen when on a differnet monitor , i would like to hear chat (Voices ) and game sounds while not focused on game , ie other monitor surfiing for info on the game or what ever , hope you can possibly enable this as a toggable feature ;) from...
