You usually can't get "unskilled" players to rise up just by bashing their heads against a wall over and over. They will just give up at some point. On top of that even a skilled player will have a hard time defending themselves on a not maxed character or when losing half of their health...

The Horse Archers I encountered so far weren't much trouble. A few arrows and the horses were gone while they tried to run away on foot. Tho, I suspect they were simply bad. I also tend to stay close to forests or at least some kinds of cover.
