When summoning zombies, you're now going to have the burden of each summoned zombie draining your mana as you're setting them up.
This now means you're not going to be able to summon as many zombies at a time; which will result in a HUGE damage reduction for zombies. Like, you're now probably only going to be able to summon half as many.
This is a TERRIBLE idea.
One of the most fun things as a necromancer is the sheer quantity of zombies you can have at a time, if you actually put the time in. It is a great trade off.
The problem with zombies was NEVER the setup. The setup was great at actually making you feel like a necromancer. You shouldn't just be able to drop a tanky zombie out of nowhere, and just stick it on someone; the ramifications in PVP will just make pets an even bigger problem. Keep in mind, all of this can be done WHILE running.
It just isn't balanced.
The correct solution is removing zombie timers, and letting people command the zombies to attack at a greater distance. People should have to set their zombies up BEFOREHAND; otherwise it'll just be dex mages running around spamming instant very tanky zombies onto people. The annoying part is playing around the timer. Remove the timer, and you solve the real issue with zombies.
Make it a toggle if you must put it in the game; but do NOT take away the way zombies currently work, because you're going to massively cut down the damage.
